Withholding tax is a very complex issue, even for one beneficial owner with a relatively small cross border portfolio. For institutional investors with high value, wide-ranging portfolios, and for custodians and brokers managing assets for a wide range of client investments, that complexity becomes extremely difficult and costly to manage.

Until recent Issuers, those companies declaring dividends or paying bond distributions
believed that "the tax affairs of investors are the tax affairs of investors" -
i.e. their problem. Increasing regulation around the world to protect investor interests and increasing understanding that the investor's dollar could go elsewhere, have enlightened CFOs to the benefit of being seen doing their best by their investors. So withholding tax has finally hit the corporate governance agenda, thus completing the circuit from Issuer through intermediary to investor.
